EU Small Parcel Handling Fee

The EU Council and Parliament have reached agreement on a major overhaul of the EU customs framework, introducing new infrastructure, fees, and compliance requirements designed to modernize cross-border trade.

The EU Council and Parliament have reached agreement on a major overhaul of the EU customs framework, introducing new infrastructure, fees, and compliance requirements designed to modernize cross-border trade. A centralized EU customs data hub and a new decentralized customs authority based in Lille, France will improve coordination and visibility across member states.

The legislation also introduces a new handling fee on small parcels entering the EU - expected to be finalized by the European Commission and implemented no later than November 1, 2026 - separate from the €3 duty on low-value imports under €150 taking effect July 1, 2026.

The reform places greater responsibility on sellers and marketplaces while signaling increased cost and compliance expectations for cross-border eCommerce.  

Key highlights include:  

· A new per-parcel handling fee (amount TBD, ~€2 discussed), reviewed every two years  

· Separate €3 customs duty on shipments under €150 starting July 1, 2026  

· Non-EU sellers and platforms designated as the “importer,” responsible for compliance, data, and duty payments  

· Requirement for an EU establishment or EU-based representative with authorized/trusted trader Status  

Final technical elements are still being developed, with the full framework expected to take effect 12 months after formal adoption and publication.
